THE CONSTITUTION AND BY LAWS
OF
THE PICKAWAY COUNTY CHAPTER
OF
THE OHIO RETIRED TEACHERS’ ASSOCIATION, INC.
ARTICLE I: NAME AND PURPOSE
Section 1 – The name of this organization shall be PICKAWAY COUNTY CHAPTER OF
THE OHIO RETIRED TEACHERS’ ASSOCIATION; also known as Pickaway
County Retired Teachers’ Association.
Section 2 – The purposes of the Association shall be
a. To aid in the advancement of the public schools
b. To foster good fellowship among retired teachers.
c. To keep all retired teacher members informed on retirement system issues.
d. To help promote the interests and welfare of the retired teachers of the County and the State of Ohio
e .To promote and to be volunteer teachers in any local education program.
f. As long as the local organization is financially able, the Association will grant to a Pickaway County School Graduate, who
is enrolled in the field of education, an Educational Grant.
ARTICLE II: MEMBERSHIP AND DUES
Section 1 – Membership shall be open to all retired certified School Teachers,
Administrators, and/or STRS (State Teachers’ Retirement System)
Members, as well as an available Life Membership, upon payment
of dues.
Section 2 – All eligible persons shall be admitted into the Association upon
payment of dues for the full current year.
Section 3 – Dues are payable for the coming year at the December meeting.
Section 4 – Any person whose dues are more than two (2) years in arrears will be
dropped from membership and name removed from the yearbook.
Section 5 – The Executive Board, with the approval of the Association, may fix
the Annual and Life dues from time to time to meet the needs of the
Association. The current local annual dues are fifteen dollars ($15.00)
per year or one hundred dollars ($100) for a life membership.
ARTICLE III: ASSOCIATE MEMBERSHIP
Section 1 – Husband or wife of members may become associate or associate-life
members upon payment of dues.
Section 2 – Associate members shall have the same privileges as active members
except the right to hold the office of President, Vice-President,
Recording Secretary, Corresponding Secretary, or Treasurer.
ARTICLE IV: OFFICERS AND THEIR DUTIES
Section 1 – The officers of the Association shall be President, Vice-President,
Recording Secretary, Corresponding Secretary, and Treasurer.
Section 2 – The Executive Board shall include the five (5) elected officers and the
immediate past president and all appointed committee chairpersons
who will determine the policies of the chapter.
Section 3 – President: Conduct meetings of the organization and Executive
Board; appoint Committee Charis and standing committees.
Section 4 – Vice President: Will serve as Chairman of the Program
Committee, which may include all members of the Executive
Board, interested committee chairpersons, and any members
named by the Vice-President. The Vice-President is to serve in
absence of the President.
Section 5 – Recording Secretary: Maintain complete records of the meetings
and assist the Public Relations Chairman in submitting reports to the
local news media; and help the Historian with information for the
scrapbook. This officer may name an assistant when needed.
Section 6 – Corresponding Secretary: Complete all necessary correspondence and
serve as the chairman of the Yearbook and Newsletters. This officer
may name an assistant when needed.
Section 7 – Treasurer: Collect dues, maintain the records and finances of the
Organization, complete all banking promptly and provide regular
reports of the Association finances. This officer may name an
assistant when needed.
Section 8 – It is recommended that all officers and standing committee
chairmen be members of the Ohio Retired Teachers’
Association (ORTA).
ARTICLE V: ELECTIONS
Section 1 – The officers shall be elected at the December meeting for a term of
one year. Installation shall take place at the December meeting.
Section 2 – The President shall appoint a Nomination Committee of five (5)
members who are not members of the Executive Board.
Section 3 – The Nomination Committee shall nominate one or more candidates
for each office and present its slate of proposed officers at the
October meeting of the Association.
Section 4 – Nominations may be made from the floor with the nominee’s
consent. If there is more than one nominee for any office, the
election shall be by written ballot.
Section 5 – Vacancies occurring on the Executive Board shall be filled by its
members for the unexpired period of such vacancies.
ARTICLE VI: MEETINGS
Section 1 – This Association shall meet during the months of March, May, June,
August, October, and December. All meeting dates, times, and
locations shall be selected by the President and the Executive Board.
Section 2 – The order of events for a meeting (for example: meal, program,
and business) shall be determined by the President and
Vice-President.
Section 3 – The President shall have the authority to call a special meeting of the
Executive Board or the Association when deemed necessary.
ARTICLE VII: EDUCATIONAL GRANT
Section 1 – A separate Education Grant Account shall be maintained. Donations
for memorials and other gifts shall be added to the Education Grant
Account unless otherwise designated by the donor.
Section 2 – An Educational Grant (Scholarship) will be issued annually, as long
as the local organization is financially able.
Section 3 – Following the death of a member or associate member, donations at
the next Association meeting to The Educational Grant Account will be
designated as a memorial to that member. Appropriate notification
will be made by the Recording Secretary.
Section 4 – An Educational Grant applicant must be a Pickaway County High
School graduate who is a college student and will be enrolled in
either the junior or senior year and who definitely plans to enter the
teaching field after college graduation. A letter of recommendation
from the applicant’s college advisor shall be submitted with the
student’s application to the Education Grant Committee.
ARTICLE VIII: AMENDMENTS
Section 1 - The Constitution and By-Laws of the Association may be amended or
revised at any general meeting by a two-thirds (2/3) vote of the
members present, provided written notice of the proposed amendment
or the parts for revision shall have been presented to the Association
either before or at the previous meeting.
Section 2 – Any proposed amendment must be signed by at least three (3)
members of the Association before it is presented to the
Association for action.
